Background

Mansell Crescent is located in the Parson Cross area in the North of Sheffield. The area has high levels of deprivation and fuel poverty, Mansell Crescent in particular was chosen as ideal for a CESP funded scheme as the properties on there are of a Non-Traditional construction and therefore very expensive to heat.

SOAR Build is a unique, construction related Social Enterprise, which is a joint venture partnership between the private and public sector (Keepmoat and SOAR Enterprises) that specialises in External Wall Insulation, Plastering, Tiling and Painting.

The objectives of the partnership are:

  • Provide education and skills training opportunities
  • By the use of local labour assist in the creation of attractive, successful neighbourhoods where people want to live
  • Help create a strong economy
  • Provides a service to contractors and the supply chain
  • To offer a job, not a scheme, a wage not benefits and something around which to build a life
  • To provide real jobs and training for local people

The Project

Working closely with Sheffield, Keepmoat were able to identify that they would be able to offer a fully funded energy efficiency scheme to the Dyke properties on Mansell Crescent.

Key to the success of the scheme was the partnership with Sheffield and SOAR Build. Sheffield Homes sent out an initial introductory letter out to all properties to introduce the scheme and explain the benefits of having External Wall Insulation to their properties. Keepmoat then followed this up with ‘door to door’ marketing with the Energy Saving Trust endorsed Resident Liaison Service.

The Resident Liaison officers were able to explain the benefits of having external wall insulation, highlighting the fact that residents could expect to experience annual fuel bill savings in the region of £445 per annum just from External Wall Insulation alone.

Works began on site in October 2012 with all 56nr Dyke Properties located within Mansell Crescent signing up for the works. The scheme delivered over a 10 week period completed in December, despite all the adverse weather conditions, within budget and on programme. Works on the scheme consisted of External Solid Wall Insulation, New A-Rated Boilers (where applicable) and draught proofing.

The works were carried out by a local Sheffield based Social Enterprise SOAR Build. SOAR Build carried out the External Wall Insulation and were an integral part of the team ensuring that the scheme was delivered to a very high quality, within budget and on time.

Through working on this scheme SOAR Build were able to train their operatives up on installation of External Wall Insulation and this work formed part of them becoming Green Deal Installer Accredited positioning the business to grow and prosper under the opportunities under the Governments new Green Deal Initiative.

During the scheme residents remained in their homes throughout the works and many letters of praise were received by SOAR Build commenting on the difference the External Wall Insulation had made to their properties

In addition, the scheme also saved 13,262 tons of carbon.

As well as having an impact on individuals who live within their homes, the work has made a real difference to the appearance of Mansell Crescent with the street being transformed with the fresh look of the external wall insulation.

The Mansell Crescent scheme was highly replicable and the model using SOAR Build as a delivery partner is now being used on other Keepmoat schemes throughout Yorkshire and the East Midlands.
